E-Bike Rentals in Pennsylvania, New Jersey & Delaware

Clear guidance for Class 2 (Lectric) e-bikes — and what riders need to know

There’s been a lot of confusion online about e-bike rules—especially in New Jersey. This page lays out the practical rules that apply to KlineRentNride rentals across PA, NJ, and Delaware, based on how our bikes are built and how our rentals operate.

KlineRentNride E-Bike Classification

All KlineRentNride electric bicycles are manufactured by Lectric eBikes and meet the definition of a Class 2 Low-Speed Electric Bicycle.

Fleet specifications (Class 2):

  • Pedal assist and throttle
  • Motor output not exceeding 750 watts
  • Maximum assisted speed limited to 20 mph
  • Factory-limited and unmodified (modifications are prohibited)

KlineRentNride Rider Requirements (Company Policy)

These apply regardless of which state you ride in:

  • Minimum age to rent: 16
  • Helmet required for all riders (helmets provided)
  • Obey traffic laws, ride defensively, and yield to pedestrians
  • No intoxicated riding, stunts, racing, or reckless behavior
  • No passengers unless the bike is properly equipped for it
  • Do not tamper with or modify the bike or battery system

Pennsylvania (PA) — What Riders Should Expect

In Pennsylvania, Class 2 e-bikes are generally treated as bicycles under state vehicle law.

Key points:

  • No registration, license, or rider insurance requirement for Class 2 e-bikes
  • Sidewalk riding is prohibited by state law (PA Title 75)
  • Riders under 18 are minors and cannot sign contracts; rentals require appropriate adult/guardian contracting where applicable

New Jersey (NJ) — What Riders Should Expect

New Jersey recognizes low-speed electric bicycles separately from mopeds and other motor vehicles. Some public notices circulating online have incorrectly mixed e-bike and moped rules.

Key points:

  • Class 2 low-speed e-bikes are not registered as standard motor vehicles
  • Riders should follow posted roadway rules and local ordinances
  • Local municipalities may restrict where bicycles and e-bikes may operate (especially sidewalks, trails, and shared paths)

Important note:
If NJ rules change statewide, the controlling guidance will come through formal state action and implementation—especially through the New Jersey Motor Vehicle Commission (MVC)—not informal posts or local summaries.

Delaware — What Riders Should Expect

Delaware generally treats Class 1 and Class 2 e-bikes similar to bicycles.

Key points:

  • No registration, license, or rider insurance requirement for Class 2 e-bikes
  • Helmet requirements and rules of the road may vary by age and local jurisdiction
  • Trail and path access may be regulated by local rules and property owners

Insurance Coverage (KlineRentNride)

Klinetics, Inc. (DBA KlineRentNride) maintains commercial general liability insurance applicable to our rental operations. Renters are not required to carry individual insurance coverage to operate a Class 2 electric bicycle.

Nothing on this page changes a rider’s obligation to follow all applicable traffic and safety laws where the e-bike is operated.

Maintenance and Inspection Standard

All KlineRentNride electric bicycles are inspected prior to each rental and maintained in accordance with manufacturer recommendations and industry best practices. Any bicycle found to be unsafe or not operating as intended is removed from service until corrected.
